Incident Report Description

Reports from Kontra Daya volunteers in Bicol region say that the testing of precinct count optical scan (PCOS) machine in at least one precinct failed as election officials used the defective card that the Commission on Elections (Comelec) already recalled.

It remains unclear why the Board of Election Inspectors (BEIs) in Barangay Sogod, Bacacay town in Albay used the defective compact flash (CF) card or why it was not yet turned over to the Comelec.
